In the wake of the Virginia Tech tragedy, gun control has risen to the top of our nation's legislative agenda. The U.S. House of Representatives is now considering a bill that would appropriate $1 billion in grants for dispersion to states in an effort to encourage them to share mental health records with an FBI database by offsetting the costs.
