In California, expunged has a different definition than in other states. In California expunged does not eliminate or seal your record. There, expunged means that you can legally tell private employers that you were not convicted. But, you must still tell government employers about your criminal record. Under Pen C 1203.4, private employers cannot ask about criminal charges that were dismissed. However, you need to get a judicial finding of factual innocence to get the criminal matter completely sealed un Pen C 851.8, but you cannot do that if you were actually convicted.
