Back to the original questions:

My sister, who in Luzon just met a guy on the internet about 4 weeks ago. She is 41 and he is only about 44 and is from the UK. It concerns me that she met him on-line, and he is moving things forward too fast, saying that she is his soul mate and the he wants to come to visit, maybe marry, and make investments in Luzon. Does this seem sincere or does he sound fishy?
What "red flags" should she look out for?

Yes it sounds fishy. 1) A lot of people want to move to the UK for economic reasons (such as good welfare, higher wages), instead of leaving the UK. 2) it is easy for someone to sound rich by saying they want to make investments, when they are really trying to hid the fact that they do not have a good career or job history. At age 44, he should have both. 3) How much online interaction have they had? Has she actually spoken to him? (Skype is free.) Have they had video chats? (also free). 4) Run a background search on this guy. A good background search company will tell you a lot of information like phone number, address, criminal record check, sex offenders, terrorist watch list, address history for 30 years, age, birth dates, household members, relatives, associates, property ownership, lawsuits, marriage, divorce, bankruptcy, tax liens. 5) the first time he asks her for any favor at all, be very suspicious. Bad people usually begin by asking small favors, and then the next little favor doesn't seem like so much more. But, when you add up all the favors, they are asking for something big.
