The Fair Credit Reporting Act requires that employers get your written permission before they run a credit check. That is standard procedure for larger companies, and the tax lien would show up. However, the IRS is relentless and tax liens are pretty common, so this should not be a big roadblock for you to get a job. You should prepare a reasonable explanation and be ready to present it verbally and in writing.
