"criminal clearance" is almost never used in the USA. It seems to be a combination of two more common terms:
criminal record, and
security clearance

The intent seems clear enough in that the subject person has undergone a background check of his criminal records and has no criminal convictions showing up in the public records. However, in the USA, most people would consider "criminal clearance" be poor English usage.

Absolution is more of a religious term in the USA. More properly, a convict is pardoned. Alternately, his record can be sealed or expunged.

Security clearance is typically applied to secret government work. A person with a criminal record for specific crimes will fail to get a security clearance, but there are many other reasons that a person can fail to get a security clearance.

All applicants for a U.S. immigration benefit are subject to criminal and national security background checks to ensure they are eligible for that benefit. These security checks have yielded information about applicants involved in violent crimes, sex crimes, crimes against children, drug trafficking and individuals with known links to terrorism.
